Newberg Workforce Housing RFP
 

Calling All Workforce Housing Innovators to Newberg

The Missing Middle Housing Fund (MMHF), the Strategic Economic Development Corporation (SEDCOR), and the Newberg Workforce Housing Consortium (NWHC) are partnering to create more affordable workforce housing for the City of Newberg and Yamhill County.  The three partners are releasing the Request for Proposals (RFP) below, to find scalable innovations that reduce development time and costs, and that efficiently and creatively use up to $3Million in state supported funding.

The NWHC has included public and private sector organizations including A-dec, Friendsview, George Fox University, Newberg Public Schools, Providence Newberg Medical Center and SEDCOR, working collaboratively to solve Newberg’s workforce housing shortage. According to various estimates, Newberg needs between 600 and 1,000 new units of housing over the next 15-20 years to serve residents making 80%-120% of Area Median Income (AMI).

 

Proposals are encouraged from a wide variety of potential partners offering creative solutions, not just property developers. Product manufacturers, architects, landowners, financiers, entrepreneurs, and more are encouraged to submit their scalable workforce housing cost-reduction strategies for consideration. Teams from multiple disciplines that combine multiple innovations are particularly encouraged to propose.

All proposals must be received by MMHF by April 21, 2023, and interested parties should submit an “email of interest” to Nathan.wildfire@missingmiddlehousing.fund prior to that date.

An in-person, all day workshop will be hosted in Newberg on April 5, 2023, to provide opportunities for potential partners and thought leaders to connect with members of the NWHC and MMHF, and get a jump start on working together to address workforce housing challenges. Please note that RFP interview dates have moved to May 9th and 10th - Proposers who submit RFPs by April 21st, will now be scheduled for interviews on May 9th, from 8:00am-2:00pm PT, or May 10th, from 2:00-5:00pm PT. FAQs 

  1. Will stipends be available ? Finalists will receive up to a $1,500 stipend. The actual amount will be determined by the number of finalists asked to participate in the interview round and resources available

  2. When will RFP Q&A Sessions be held ?  Two Virtual Q&A Sessions will be held  to discuss the RFP in more detail
